Preparation:
Boil carrots with garlic, salt and water for 30–35 minutes. Drain, add butter, blend and season to taste.
Season fillets, roll up, secure with toothpicks. Steam for 8–10 minutes.
Heat the water, parsley, olive oil, salt and pepper, simmer briefly, then blend with a hand blender.
Serve the fish rolls on top of the mousseline, with herb oil if desired.
